Create an iterator over the given array.
Parameters
- innerList: IsElement[]
  The elements to iterate over.
- index: number = 0
  The position to start from.
Returns ArrayIterator

Get the next element, moving the iterator forward.
Parameters
- Optionalvalue: any
  Not used, present to match the Iterator interface.
Returns IteratorResult<IsElement>
